An Extraordinary General Meeting of the National Association of Construction Engineering Consultants (NACEC) members took place on September 23, 2015, in NACEC Moscow Representative Office. The meeting was held by Gennady Sakharov, NACEC President, Director on Capital Investments (Rosatom State Corporation), Director of Branch Centre of the Capital Construction (Rosatom State Corporation).
Declaring the meeting opened, Gennady Sakharov noted that NACEC, the Association, founded less than one year ago, is now steadily obtaining credibility with the professional community, which is evidenced by International Federation of Consulting Engineers (FIDIC) decision to accept NACEC as a full member. ‘Such close cooperation with international expert community, which standards are recognized worldwide, opens up new opportunities for companies – NACEC members. First of all, such cooperation will facilitate NACEC members to participate in abroad and international projects’, emphasized NACEC President.
Participants of the meeting approved Fedor Krutykh, NACEC Executive Director, report on the Association Activities in 2015 and endorsed core short-term and long-term business activities. Besides, Oleg Kaschenko, NACEC Vice-President, presented a report on the process of NACEC becoming a member of FIDIC on September 15, during FIDIC General Assembly in Dubai. According to his report, our colleagues from similar associations of engineering consultants in other countries, such as South Korea, Japan, Turkey, France, Bulgaria, Romania, etc. expressed their interest in cooperation with a new representative of FIDIC in Russia.
The most lively discussion of the meeting participants was caused by the issue on developing the ‘road map’ of high priority measures, required to further increase NACEC pace of development in the nearest future. Following the discussion results, the participants decided that the highest priority by the end of this year is to initiate negotiations with the bodies responsible for implementing changes into the National Classifier of Types of Economic Activity (OKVED) and include a concept of ‘an engineering consultant’ as a separate profession into this document. Besides, it is required to develop training programmes on FIDIC contract system – this work will be performed in close relation with the FIDIC headquarters in Switzerland. ‘We sincerely hope that we’ll be able to involve interested state bodies – first of all, RF Ministry of Construction, Housing and Utilities, which intends to implement unified contracts in construction, RF Ministry of Industry and Trade, and RF Ministry of Economic Development, Gennady Sakharov, NACEC President, summarized the discussion. ‘We see that our Association mission is to establish base conditions for developing engineering in Russia and engineering consultancy as a separate type of business’, he added.
