The first draft of the Professional Standard ‘Construction Engineering Consultant’ developed by experts of National Association of Construction Engineering Consultants (NACEC) was published on the website of our Association for public consultation. Please provide your proposals and comments by February 15, 2016.
Developers of the standard, experts of the Branch Centre of the Capital Construction (OCKS) of Rosatom and PMSOFT JSC encourage the professional community to actively participate in discussions of the draft and again emphasize the importance and necessity to perform work on standardization and certification of construction engineering consultants. In their opinion, a clear definition of the scope of obligations and responsibilities of construction engineering consultants will increase their labour potential and effectiveness, as well as efficiency in managing investment and construction projects.
The scope of an engineering consultant includes the activities on conducting financial, economic, investment and process flow analysis, assessment and review of documentation, contractual activities and project risks, as well as managing construction, installation, design and experimental, research and development activities, supply, and other services.
Professional Standard ‘Construction Engineering Consultant’ was included in the Russian Federation Ministry of Labour and Social Protection Programme on Developing Professional Standards. Notification and a detailed schedule of development are published on the website of the Ministry.
