A meeting of the NOPRIZ reconfigured Committee on Bidding Procedures, Innovations, and Pricing, chaired by Sergey Chizhov, a member NOPRIZ Board, was held on February 19, 2016 in National Association of Surveyors and Designers (NOPRIZ). 25 members took part in the Committee meeting. During the meeting, Oleg Kaschenko, a Vice-President of National Association of Construction Engineering Consultants (NACEC), a member of Self-Regulatory Organization Not-for-Profit Partnership RODOS, was Elected as the First Deputy Chairman of the Committee.
Members of the Committee listened to the reports by heads of the Committee work groups on interim work results and recommended specialists to pay particular attention to developing legal, regulatory, and technical framework in the areas they supervise. Besides, it was decided to establish the Committee work group on public and private partnership projects.
During the discussion, the experts discussed appeals and proposals with respect to improvement of legislation for the purpose of developing business of surveyor companies, comments to the draft of Federal Law “On Incorporating Changes into the Russian Federation Urban Development Code and the Federal Law on regulating cost estimation issues”. A work results report was delivered by the developer of Federal Law “On Construction Contract Work Procurement for State and Municipal Needs, and for Needs of Independent Companies”.
The meeting participants discussed the draft concept of reforming the pricing and cost estimation system in the construction industry, developed by the Russian Federation Ministry of Construction, Housing and Utilities. It was decided to instruct the head of the work group on pricing to finalize the consolidated statement on the draft concept under review, taking into account the raised comments.
In the process of discussing the professional standard “Specialist on Pricing and Cost Management in Urban Development”, the Committee members concurred that the acceptance of the professional standard shall be postponed until respective changes are incorporated in the Urban Development Code and until the reform of the pricing system is completed.
