NACEC Experts Took Part in Drafting the “Message of the Engineering Community Addressed to the National Agency for Technological Development”

On April 22, 2016, representatives of the National Association of Construction Engineering Consultants (NACEC) took part in the round table meeting devoted to the agenda “Message of the Engineering Community Addressed to National Agency for Technological Development”. The meeting was organized by the Commission on Information Support for Innovation Activity and Improvement of Legislation (aimed at attracting investments into the innovation sector of economy) of the Work Group under the State Duma Chairman on legislative initiatives in innovation policy.


The participants of the round table meeting included Fedor Krutykh, Executive Director, NACEC; Vladimir Malakhov, Vice President, NACEC; Elena Kolosova, Director General, K4 (NACEC member); Anton Ischenko, Member, RF State Duma; Igor Mescherin, President, National Association of Engineers; Yury Dobrovolsky, Head, Laboratory of Solid State Ionics, Institute of Problems of Chemical Physics of the RAS Professor; Vasily Kritsky, Deputy Chief Structural Engineer, Lulka Design Bureau JSC “Ufa Engine Industrial Association”; Evgeny Tkachenko, Director for Key Partner Relations, Skolkovo Foundation Biomedical Cluster; Andrey Vasiliev, Director Deputy, Department for Strategic Regional Planning, Ministry of Economic Development; Kristina Volkonitskaya, Head of Directorate on Development of Public and Private Partnership, GBU “Innovation Agency”; and others.


Anton Ischenko, RF State Duma Member, and Igor Mescherin, National Association of Engineers President, were the facilitators of the round table. The meeting was devoted to discussing the issues of technological leadership as the basis for industrial growth, problems of state investments in innovations, development of innovation technologies in oil and gas, aviation industry, in nuclear technologies sphere, perspectives of robotics in Russia, and other areas of business.


The meeting participants noted that the development of technological leadership of Russia was named by the country leaders as the top-priority task. For this purpose, a series of program documents was approved and currently a dedicated institution, the National Agency for Technological Development, is being established to assume the leading role in solving methodological and practical issues of the technological sphere. The corps of engineers plays the most significant role in establishing practical implementation of technologies.

At the same time import of technologies and equipment must be supported by transfer of know-hows, assimilation of technical and organizational achievements of international partners by Russian corps of engineers for the purpose of creative understating and rise to a new technological level. This will allow transforming the import of technologies at the expense of mastering know-hows into the backbone of the export-oriented economic system.


For this purpose, a law on (technical) engineering business shall be approved together with respective changes and amendments incorporated in the RF Civil Code, RF Town Planning Code, law on industrial policy, and other statutory enactments. Besides, the participants of the round table proposed to name a series of the most promising projects for developing new products and trends which in specific areas will ensure the leadership of Russia for a few decades.
