Minister of the RF Ministry of Construction appointed a new Head of Federal Autonomous Institution “Federal Centre for Pricing in Construction and Construction Materials Industry”. In accordance with the Minster’s Order, dated May 16, Irina Lischenko, Deputy Head of the Centre, became the Head of the Centre.
The Ministry of Construction Press-Office said that the Centre headed by Irina Lischenko will conduct expert review of drafts of cost estimation standards in the urban construction industry, and will perform information awareness and analytical campaigns on cost estimation and pricing standards in the urban construction industry. The Federal Centre shall also build an information database (system) including the federal register of cost estimation standards and information on cost of main construction resources.
“Irina Lischenko possesses the professional experience and competences required for such work”, the Ministry of Construction website says. “Since the early days of her career she was busy with capital construction issues of oil processing enterprises in “LUKOIL – West Siberia”, JSC “Transneft”, and one of its subsidiary enterprises. She participated in the early execution stage of the largest infrastructure project of Russia – Eastern Siberia–Pacific Ocean oil pipeline (ESPOOP).
From 2007 to 2015 Irina Lischenko was employed by State Corporation “Olympstroy”. From 2010 to 2015, being the State Corporation Vice-President, she was responsible for “Olympstroy” cost estimation and capital investments planning. After a successful implementation of the Olympic project she headed the financial sector of a newly established non-for-profit institution Mono-Town Development Fund.
Irina Lischenko was born in 1969 in Dykanka Village, Poltava Oblast, Ukrainian Soviet Socialist Republic. She graduated from Kyiv Polytechnic Institute, and in 2003 she took a refresher training course “New Cost Estimation Standards – Prices, Cost Estimates, and Contracts in Construction and Overhaul”. In 2007 she passed the course “Economy, Management, Finance, and Legal Framework of Joint-Stock Companies” in RANEPA (Russian Presidential Academy of National Economy and Public Administration).
