A Trilateral Agreement was Signed with organization “Delovaya Rossiya” (“Business Russia”) during Business Day of NACEC and FIDIC in Russia

On June 29, 2016, the Business Day of NACEC and FIDIC was held for the first time in Russia. It was organized by National Association of Construction Engineering Consultants (NACEC). Please be reminded that the Branch Centre of the Capital Construction of Rosatom is one of the NACEC founders. The Association is headed by Gennady Sakharov, Director on Capital Investments of Rosatom State Corporation.

Gennady Sakharov, NACEC President, in his welcome speech expressed his confidence that it is would become the starting point for active development of relations between NACEC and the International Federation of Consulting Engineers (FIDIC), and for incorporation of FIDIC standard forms of contracts into the Russian practice of execution of investment projects, and for adaptation of those standard forms of contracts to the specifics of the national market. Gennady Sakharov also noted that one of NACEC key objectives is to build a community of highly competent well informed experts in investment and construction engineering and to develop a contemporary market of engineering services in industrial investment and construction engineering. One of the NACEC key middle-term objectives is to develop an up-to-date legal framework of investment and construction engineering, to develop professional and educational standards of the profession of a consulting engineer in construction, and many other objectives.


Participants of the Business Day were also welcomed by Sergey Mytenkov, the Russian Union of Industrialists and Entrepreneurs (RSPP) Vice-President. He read out the message of Alexander N. Shokhin, RSPP President, which addressed a particular importance of work on implementing professional standards into the Russian practice, and work devoted to training and certification of consulting engineers. Grigory Veretelnikov, First Vice-President of Union of Builders of Russia (RSS), drew attention of the participants that today over 203 000 construction companies are operating in Russia. “However very few of them are using FIDIC standard forms of contracts in their daily work, therefore the perspectives of using FIDIC experience in Russia are enormous”, Grigory Veretelnikov emphasized.


Pavel Zhbanov, Advisor to Director General of Federal Autonomous Institution “Roskapstroy” welcomed the participants of the event on behalf of the RF Ministry of Construction, Housing and Utilities and added that 2016 became the year of big changes in the RF construction industry – both in the field of technical regulations and in the field of cost estimation, pricing standards. “That is why the efforts aimed at making the construction industry to use standard forms of contracts, taking into account FIDIC experience, perfectly fit with this trend”, Pavel Zhbanov summarized.


Enrico Vink, FIDIC Managing Director spoke at the plenary session of the Business Day. He reminded that the International Federation of Consulting Engineers was founded in 1913 and today counts more than 45 000 firms representing over 1,5 million professionals in more than 100 countries. Enrico Vink also noted that the consulting engineering sector is becoming more global but experiencing a shortage of engineers that is why one of the FIDIC strategic objectives is to promote FIDIC standard forms of contracts as the best practices of doing business and support to young professionals.


Alexander Tsvetkov, Director General of PMSOFT Group of Companies, spoke about place and role of a consulting engineer in Russia and perspectives of engineering services market growth. According to him, the Russian engineering services market will grow 8% annually in the forthcoming years. That is twice quicker than the world engineering services market growth, and by 2019 it will gain 272 billion roubles. He emphasized that the profession of a consulting engineer includes 10 competencies in various areas of expertise, that is why it is so difficult to grow those engineers. “We hope that in future NACEC will perform the training and certification of such specialists”, Alexander Tsvetkov summarized.


Vladimir Malakhov, NACEC Vice-President, reported on the priorities and main growth areas of investment and construction engineering in Russia. According to him, it is important to focus not only on the profession of a consulting engineer but to update the Russian law on procurement and implementation of Building Information Modeling (BIM).


At the Business Day, NACEC, Branch Centre of the Capital Construction of Rosatom, and all Russia public organization “Delovaya Rossiya” (“Business Russia”) signed a trilateral Agreement on Cooperation. The document was signed by Gennady Sakharov, NACEC President, Director on Capital Investments of Rosatom State Corporation; Petr Stepaev, Director of Branch Centre of the Capital Construction of Rosatom; and Sergey Nedoroslev, Co-chairman of organization “Delovaya Rossiya”. All managers noted that the signed Agreement will become an impetus for joint projects which will promote the growth of engineering and engineering consulting in our country.


Besides, during the Section presentations of the Business Day the participants deeply discussed the adaptation of FIDIC forms of contracts for Russia and CIS countries, and addressed various issues such as the place and role of financial institutions and state bodies in using FIDIC forms of contracts for execution of investment projects.
